{"id":12221,"date":"2022-06-17T18:57:01","date_gmt":"2022-06-17T22:57:01","guid":{"rendered":"https:\/\/napoli-law.local\/uncategorized\/napoli-shkolnik-commends-epa-on-new-pfas-health-advisories\/"},"modified":"2022-06-17T18:57:01","modified_gmt":"2022-06-17T22:57:01","slug":"napoli-shkolnik-commends-epa-on-new-pfas-health-advisories","status":"publish","type":"post","link":"https:\/\/napolilaw.lemonadestand.org\/zh\/article\/napoli-shkolnik-commends-epa-on-new-pfas-health-advisories\/","title":{"rendered":"Napoli Shkolnik \u8d5e\u626c EPA \u53d1\u5e03\u65b0\u7684 PFAS \u5065\u5eb7\u54a8\u8be2"},"content":{"rendered":"<p>\u4f5c\u4e3a\u5168\u56fd\u9886\u5148\u7684\u8bc9\u8bbc\u9886\u57df\u4e4b\u4e00 <a href=\"\/zh\/%e7%bb%83%e4%b9%a0%e5%8c%ba\/%e7%8e%af%e5%a2%83%e8%af%89%e8%ae%bc\/\">\u73af\u5883\u6cd5<\/a>\uff0c\u6211\u4eec\u8d5e\u626c\u73af\u5883\u4fdd\u62a4\u7f72 (EPA) <a href=\"https:\/\/www.epa.gov\/sdwa\/drinking-water-health-advisories-has\" target=\"_blank\" rel=\"noopener\">\u8be5\u673a\u6784\u672c\u5468\u65e9\u4e9b\u65f6\u5019\u9488\u5bf9\u56db\u79cd PFAS \u5316\u5b66\u54c1\u53d1\u5e03\u4e86\u7a81\u7834\u6027\u7684\u996e\u7528\u6c34\u5065\u5eb7\u54a8\u8be2\u7ea7\u522b<\/a> \u5728\u5168\u56fd\u6570\u4ee5\u5343\u8ba1\u7684\u4f9b\u6c34\u7cfb\u7edf\u4e2d\u53d1\u73b0\u3002<\/p>\n<p>\u5065\u5eb7\u54a8\u8be2\u6c34\u5e73\u6216 HAL \u4e8e 2022 \u5e74 6 \u6708 15 \u65e5\u661f\u671f\u4e09\u53d1\u5e03\uff0c\u786e\u5b9a\u4e86\u8fd9\u4e9b PFAS \u5316\u5b66\u54c1\u7684\u6700\u9ad8\u6c34\u5e73\uff0cEPA \u76ee\u524d\u8ba4\u4e3a\u8be5\u6c34\u5e73\u53ef\u4fdd\u62a4\u6240\u6709\u4eba\uff08\u5305\u62ec\u654f\u611f\u4eba\u7fa4\u548c\u751f\u547d\u9636\u6bb5\uff09\u514d\u53d7\u56e0\u66b4\u9732\u800c\u4ea7\u751f\u7684\u4e0d\u5229\u5065\u5eb7\u5f71\u54cd\u3002<\/p>\n<p>\u5065\u5eb7\u5efa\u8bae\u4e2d\u6d89\u53ca\u7684\u56db\u79cd PFAS \u5316\u5b66\u54c1\u5305\u62ec\u5168\u6c1f\u8f9b\u70f7\u78fa\u9178 (PFOS)\u3001\u5168\u6c1f\u8f9b\u9178 (PFOA)\u3001\u5168\u6c1f\u4e01\u78fa\u9178 (PFBS) \u548c\u516d\u6c1f\u73af\u6c27\u4e19\u70f7\u4e8c\u805a\u9178 (GenX)\u3002<\/p>\n<p>PFOS and PFOA are the two of the most widely studied chemicals in the PFAS group and until the early 2000s were used in a wide range of products, including firefighting foams used by military and airports for decades. EPA\u2019s actions on Wednesday lower the <a href=\"https:\/\/napolilaw.lemonadestand.org\/zh\/article\/napoli-shkolnik-applauds-epas-cercla-designation-of-pfoa-and-pfos\/\" data-wpil-monitor-id=\"35\">health advisory<\/a> levels for PFOS and PFOA from a combined level of 70 parts per trillion or ppt, which the agency had issued in May 2016, to 0.02 ppt for PFOS and 0.004 ppt for PFOA\u2014levels that are below what can even be detected using standard PFAS testing methods.<\/p>\n<p>\u6839\u636e EPA \u7684\u8bf4\u6cd5\uff0c\u5b83\u8ba4\u4e3a\u6709\u5fc5\u8981\u91cd\u65b0\u5ba1\u89c6 PFOS \u548c PFOA \u7684\u5065\u5eb7\u5efa\u8bae\uff0c\u56e0\u4e3a\u201c\u53ef\u80fd\u53d1\u751f\u8d1f\u9762\u5065\u5eb7\u5f71\u54cd\u7684\u6c34\u5e73\u8fdc\u4f4e\u4e8e EPA \u53d1\u5e03 2016 \u5e74 PFOA \u548c PFOS \u5065\u5eb7\u5efa\u8bae\u65f6\u7684\u8ba4\u8bc6\u2014\u2014\u5305\u62ec\u63a5\u8fd1\u96f6\u7684\u67d0\u4e9b\u5065\u5eb7\u5f71\u54cd\u3002\u201d<\/p>\n<p>EPA \u4e4b\u524d\u6ca1\u6709\u53d1\u5e03\u8fc7 PFBS \u6216 GenX \u7684\u5065\u5eb7\u54a8\u8be2\u7ea7\u522b\uff0c\u8fd1\u5e74\u6765\u5b83\u4eec\u88ab\u8ba4\u4e3a\u662f\u5316\u5b66\u54c1\u548c\u4ea7\u54c1\u5236\u9020\u4e2d PFOS \u548c PFOA \u7684\u66ff\u4ee3\u54c1\u3002<\/p>\n<p>EPA \u53d1\u5e03\u4e86\u8fd9\u4e24\u79cd PFAS \u7684\u6700\u7ec8\u5065\u5eb7\u5efa\u8bae\u6c34\u5e73\uff0cPFBS \u4e3a 2,000 ppt\uff0cGenX \u4e3a 10 ppt\u3002<\/p>\n<p>Napoli Shkolnik \u7684\u5408\u4f19\u4eba Paul Napoli \u8bf4\uff1a\u201c\u5bf9\u4e8e\u6570\u4ee5\u5343\u4e07\u8ba1\u7684\u7f8e\u56fd\u4eba\u6765\u8bf4\uff0c\u8fd9\u662f\u5411\u524d\u8fc8\u51fa\u7684\u4e00\u5927\u6b65\uff0c\u4ed6\u4eec\u76f8\u4fe1\u653f\u5e9c\u4f1a\u4fdd\u62a4\u4ed6\u4eec\uff0c\u56e0\u4e3a\u4ed6\u4eec\u76f8\u4fe1\u653f\u5e9c\u4f1a\u4fdd\u62a4\u4ed6\u4eec\u5728\u5bb6\u4e2d\u996e\u7528\u81ea\u6765\u6c34\u800c\u60a3\u4e0a\u764c\u75c7\u548c\u5176\u4ed6\u81f4\u547d\u75be\u75c5\u7684\u98ce\u9669\u3002\u201d<\/p>\n<p>\u5728\u4ed6 2021 \u5e74\u7684\u6587\u7ae0\u4e2d\uff0c <a href=\"https:\/\/paulnapoliblog.com\/product-liability-law-another-weapon-in-the-arsenal-against-environmental-contamination-b03777683c70\" target=\"_blank\" rel=\"noopener\">\u4ea7\u54c1\u8d23\u4efb\u6cd5\uff1a\u5bf9\u6297\u73af\u5883\u6c61\u67d3\u7684\u53c8\u4e00\u6b66\u5668<\/a>\uff0c\u4ed6\u89c2\u5bdf\u5230\uff1a<\/p>\n<p><em>\u6570\u4ee5\u5343\u8ba1\u4e0d\u53d7\u7ba1\u5236\u7684\u201c\u65b0\u5174\u201d\u6c61\u67d3\u7269\u5c1a\u672a\u88ab CERCLA [\u7efc\u5408\u73af\u5883\u54cd\u5e94\u3001\u8865\u507f\u548c\u8d23\u4efb\u6cd5\u6848] \u5217\u4e3a\u5371\u9669\u7269\u8d28\u3002<\/em><\/p>\n<p><em>\u66f4\u7cdf\u7cd5\u7684\u662f\uff0c\u53ef\u80fd\u5b58\u5728\u6570\u4ee5\u4e07\u8ba1\u4e0d\u53d7\u7ba1\u5236\u7684\u201c\u65b0\u5174\u201d\u6c61\u67d3\u7269\uff0c\u4f8b\u5982 PFAS\uff0cCERCLA \u548c RCRA [\u8d44\u6e90\u4fdd\u62a4\u548c\u6062\u590d\u6cd5\u6848] \u90fd\u65e0\u6cd5\u63d0\u4f9b\u8865\u6551\u63aa\u65bd\uff0c\u56e0\u4e3a\u5b83\u4eec\u5c1a\u672a\u88ab\u5217\u4e3a\u5371\u9669\u7269\u8d28CERCLA\u3002<\/em><\/p>\n<p><strong>\u5173\u4e8e PFAS<\/strong><\/p>\n<p>\u5168\u6c1f\u548c\u591a\u6c1f\u70f7\u57fa\u7269\u8d28 (PFAS) \u662f\u6709\u5bb3\u7684\u4eba\u9020\u5316\u5b66\u54c1\uff0c\u5305\u62ec PFOA\uff08\u5168\u6c1f\u8f9b\u9178\uff09\u548c PFOS\uff08\u5168\u6c1f\u8f9b\u70f7\u78fa\u9178\uff09\u3002<\/p>\n<p>\u81ea 1940 \u5e74\u4ee3\u4ee5\u6765\uff0c\u4e16\u754c\u5404\u5730\u7684\u5404\u79cd\u884c\u4e1a\u90fd\u5728\u751f\u4ea7\u8fd9\u4e9b\u5316\u5b66\u54c1\u3002\u8fd9\u4e9b\u5316\u5b66\u54c1\u7684\u5904\u7406\u548c\u5904\u7f6e\u4e0d\u5f53\u5bfc\u81f4\u5730\u4e0b\u6c34\u4e95\u548c\u6cb3\u6d41\u53d7\u5230\u6c61\u67d3\uff0c\u4ece\u800c\u5bfc\u81f4\u5929\u7136\u6c34\u6e90\u53d7\u5230\u6c61\u67d3\u3002<\/p>\n<p>\u4f9b\u6c34\u533a\u548c\u5904\u7406\u5382\u4e0d\u5f97\u4e0d\u4e3a\u4ece\u5176\u6c34\u5904\u7406\u7cfb\u7edf\u4e2d\u53bb\u9664 PFAS \u4e70\u5355\u3002\u5168\u7f8e\u56fd\u8d85\u8fc7 1500 \u4e2a\u996e\u7528\u6c34\u7cfb\u7edf\u53ef\u80fd\u53d7\u5230 PFOA \u548c PFOS \u7684\u6c61\u67d3\u3002<\/p>\n<p>\u6839\u636e 2018 \u5e74 5 \u6708\u73af\u5883\u5de5\u4f5c\u7ec4 (EWG) \u7684\u62a5\u544a\u3002<\/p>\n<p>PFAS \u5316\u5b66\u54c1\u5728\u73af\u5883\u548c\u4eba\u4f53\u4e2d\u975e\u5e38\u6301\u4e45\u3002\u8fd9\u610f\u5473\u7740\u5b83\u4eec\u4e0d\u4f1a\u5206\u89e3\u5e76\u4e14\u4f1a\u968f\u7740\u65f6\u95f4\u7684\u63a8\u79fb\u800c\u79ef\u7d2f\u3002<\/p>\n<p>\u6709\u8bc1\u636e\u8868\u660e\uff0c\u63a5\u89e6 PFAS \u4f1a\u5bf9\u4eba\u7c7b\u5065\u5eb7\u9020\u6210\u8d1f\u9762\u5f71\u54cd\u3002<\/p>\n<p>\u7814\u7a76\u8868\u660e\uff0cPFOA \u548c PFOS \u8840\u6db2\u6d53\u5ea6\u5347\u9ad8\u4e0e\u591a\u79cd\u5065\u5eb7\u5f71\u54cd\u98ce\u9669\u589e\u52a0\u4e4b\u95f4\u5b58\u5728\u5173\u8054\uff0c\u5305\u62ec\u5bf9\u809d\u810f\u548c\u514d\u75ab\u7cfb\u7edf\u7684\u5f71\u54cd\u3001\u9ad8\u80c6\u56fa\u9187\u3001\u9ad8\u8840\u538b\u3001\u7532\u72b6\u817a\u75be\u75c5\u3001\u598a\u5a20\u9ad8\u8840\u538b\u548c\u5148\u5146\u5b50\u75eb\u4ee5\u53ca\u764c\u75c7\uff08\u777e\u4e38\u548c\u80be\u810f\uff09\u3002<\/p>","protected":false},"excerpt":{"rendered":"<p>\u4f5c\u4e3a\u73af\u5883\u6cd5\u9886\u57df\u5168\u56fd\u9886\u5148\u7684\u8bc9\u8bbc\u516c\u53f8\u4e4b\u4e00\uff0c\u6211\u4eec\u8d5e\u626c\u73af\u5883\u4fdd\u62a4\u7f72
